Tourism New Zealand says cruise ships tender at Waitangi Wharf for all shore excursions; the Treaty House is a ten-minute walk away, and shuttles run 2.1 km to the Paihia i-SITE. From Paihia, ferries cross to Russell, New Zealand’s first capital, every 20 minutes; some ships also tender to Russell for independent travellers.
